Any chance of getting some additional controls around the shoutbox.. specifically

1. Spam blocking - introduce a configurable timer to prevent immature/abusive user making multiple posts in short space of timer (with option to include/exclude council/admins/superadmins from the timer blocking.

2. Along with the more general spam blocking above add option to limit specific users (via member control panel)

        e.g     prevent user from using shoutbox altogether
                  limit user to not be able to create successive shoutbox entries (i.e someone else has to post before they can post again)
                  limit number of shouts in a 24 hour period (can be defaulted to unlimited, but be editable)

We had one user the other night who accidently spam posted to the shoutbox (something to do with the maintenance/page refreshing) then another who thought it would be funny to repeat it earlier today.

At the moment the only option we have to prevent this is to remove the shoutbox altogether (although I could add some code to remove it for specific users using jquery). would be nice to have a bit more control i.e nice to have a big stick to wave (removing priviledges), even if we won't normally beat people with it
